Report Released on Illegal Election Activity Proves That Certification Deficiencies Exceed Margins of Victory in Six States (US)

[Disputed Fact – Underlying numerical claims] Peter Navarro, Assistant to the President and Director of the Office of Trade and Manufacturing Policy, compiled a three-volume analytical report documenting alleged categories of potentially illegal ballot activity that, in his analysis, exceeded the certified margin of victory in Arizona, Georgia, Michigan, Nevada, Pennsylvania, and Wisconsin. The categories included: outright fraud, ballot mishandling, process violations, Equal Protection violations, voting machine irregularities, and statistical anomalies. The Report was transmitted to Congress and to the Vice President in advance of the January 6, 2021, joint session. While specific numerical claims in the Report are disputed and were not accepted by courts that reviewed related claims – primarily on procedural grounds rather than merits – the Report’s existence and transmission to Congress constitutes documentary evidence that executive branch officials provided Congress with a detailed contemporaneous assessment of certification deficiencies that Congress did not subject to evidentiary hearing before proceeding.
