“Operation Arctic Frost” Dragnet Surveillance of Political Opponents (US)

Special Counsel Jack Smith and the FBI expanded Operation Arctic Frost into a large-scale dragnet involving at least 197 subpoenas and surveillance actions targeting roughly 430 Republican-aligned individuals, including acquisition of toll records and related telecom data for at least eight Senators and multiple Representatives. Toll and metadata orders were accompanied by “Prohibited Access” nondisclosure orders that prevented carriers from notifying targeted legislators for over a year. The operation’s scope and lack of individualized criminal predicate support an inference that Arctic Frost functioned as a political-intelligence operation against election-integrity actors and their counsel.
