In the City of Milwaukee – where nearly half of all votes were cast by mail and 15 drop boxes were deployed – not a single municipality produced the statutorily required video surveillance of drop boxes in response to open records requests. Wisconsin law requires drop box surveillance to be retained as an election record. The complete absence of this footage across every Milwaukee drop box location is consistent with systematic non-preservation or deliberate destruction, not with routine loss.
