It proposes a five-phase “Action Plan” ranging from pre-election preparation to legal remediation. Central to this approach is the distinction between a “recount,” which merely verifies math, and an “audit,” which examines the entire chain of custody to ensure the lawfulness of the election.
The ultimate objective is to provide citizens with the tools to identify various forms of election fraud and pursue civil or criminal remedies to ensure rightful winners are seated and fraudulent actors are held accountable.
